The Executive Order on Travel does not set restrictions on the exercise of authority by authorities under the Government of Greenland, municipal authorities in Greenland, the Danish military, NATO, and Danish civilian state authorities. Consequently, the relevant authorities are not required to obtain an expedition permit before entering the geographical areas regulated by the provisions of the Executive Order on Travel. However, for safety reasons the Expedition Office at the Government of Greenland (and, in extension, the Greenland Police and the Joint Arctic Command) must be notified of the planned activities no later than two weeks prior to the start of the trip. This duty of notification does not apply to military activities, cf. section 14 (3) of the Order.
The Executive Order on Travel lays down no restrictions on the exercise of authority, nor does it lay down restrictions on the right of access enjoyed by person associated with the U.S. military presence on the defense area at Pituffik Space base.
Please note:
- While an activity may qualify as a § 14 exception to the Executive Order on Travel, other regulations, terms and conditions may apply. An authority representative is responsible for ensuring compliance with all regulations, that relevant terms and conditions are applied to the activity and that required precautions are taken. Examples include obtaining a flight permit, obtaining a CITES export permit, or obtaining and adhering to environmental terms for fuel depots.
- With regards to civilian authorities: It is the exercise of authority itself (activities), not the institution or the government authority, which is exempt from the requirement to obtain an expedition permit. Hence, other activities carried out by the same institution, perhaps even on the same trip, may be covered by the requirement for an expedition permit.
